What was built: A connected, digital backbone for health data and service transactions. What was missed: The structural blueprint of how the health enterprise plans, delivers, adapts, and responds.

It was instrumentation and visualization — not structural orchestration. Solar panels were monitored. Wind data was captured. ESG scores were published. But the logic connecting strategy to function, grid risk to planning, and ESG outcomes to operational response — was never architected.

What got implemented was a series of functional digitization projects, each valuable in isolation, but collectively lacking a anatomical foundation

Enterprise Architecture is not about digitizing workflows or installing dashboards. It’s about structuring how the enterprise functions, adapts, and delivers — under real conditions. When we’re dealing with a multi-project, multi-function delivery enterprise, not just a collection of field teams — need for Enterprise Anatomy to reduce the architectural gaps much more obvious and relevant.

What was delivered: digital apps, smart systems, and platform standards. What was missing: a unified architecture of how the city actually operates across departments.

What was delivered: IT modernization of core systems and select processes. What was missing: a unified enterprise architecture connecting strategy, risk, products, and operations.

The university didn’t build its enterprise anatomy — it framed IT cleanup as architectural achievement. And without that anatomy, no transformation — academic or operational — can sustain or scale.

What was delivered: modern systems, connected platforms, and digital touchpoints. What was missing: an enterprise anatomy that links care, people, and operations structurally.

This was not a model of the telecom enterprise. It was a model of its IT landscape.

And so, like 1820 medicine, they certify surface practices — but lack anatomy understanding.

From the ICMG Enterprise Anatomy lens, this was not EA. There was no structural model of how the supply chain operates, adapts, escalates, or recovers under real-world complexity. The enterprise was monitored — not modeled.

In practice, this was a process automation initiative focused on production efficiency — not enterprise architecture. Enterprise Architecture is not factory control systems + ERP dashboards.

This was a tech rollout across departments — not an enterprise-wide design.

This was not Enterprise Architecture. It was a multi-platform upgrade with some automation goals.

The Missing 70% What was built: A capable digital backbone for content storage, personalization, and distribution. What was missed: The structural model that shows how strategy, creativity, operations, and monetization sync across a media enterprise.

What was delivered: digital platforms, shared systems, omnichannel interfaces. What was missing: structural coordination, enterprise process logic, and cross-brand anatomy.

The result is a fragmented architecture that looks clean on paper but can’t answer enterprise-level questions — not during crisis, not during scale, and not during transformation.

The gap between national digital strategy and agency execution still exists — only now it’s disguised beneath polished IT diagrams and certification checklists. Until a true enterprise anatomy is built these initiatives will remain: Frameworks on paper, not architecture in practice.

This isn’t Enterprise Architecture for a Bank. This is an IT roadmap, wearing a borrowed title. If 12 of the 15 critical banking functions were never touched, it’s not EA. It’s IT transformation mislabelled as Enterprise Architecture
